Hon. Cecilio “Boyet” Martin Ynares

Cecilio “Boyet” Martin Ynares is the youngest child of former Mayor and Board Member Casimiro A. Ynares Sr. and Consolacion M. Ynares. Boyet was born in November 21, 1954 in his native town of Binangonan. He finished his primary education in Binangonan Elementary School and went to Binangonan Catholic High School for his Secondary Education. He studied AB Liberal Arts major in Political Science from the University of Manila.

In 1979, Boyet migrated to the United States where he worked for more than a decade. When he returned to the Philippines in the early months of 1999, he worked as warehouse manager of San Miguel, Taytay Rizal from 2000-2004. Then he decided to run for public office and was elected without party affiliation as municipal councilor in 2004. In 2007, Boyet bidded for the highest position of Binangonan and served as mayor of Binangonan for nine (9) consecutive years (2007-2016).

During his term as mayor, Boyet introduced many innovations in public service such as free medicine (botika ng bayan) monthly medical missions, establishment of free dialysis center, libreng sine, various infrastructure projects such as the construction of Binangonan Recreation and Conference Center including Water Park and the new Public Market at Barangay Tagpos, Binangonan.

It is also during the incumbency of Mayor Boyet that Video Karera was completely wiped out in the entire Binangonan. Confiscated Video Karera Machines were destroyed every flag raising ceremony until up to its last piece.

Aside from his fighting against Video Karera Mayor Boyet also relentlessly fought illegal drugs which resulted to many arrest and cases were filed in court. It is also during his term that Police personnel involved in drug trade were requested to be transferred to different regions in order to effectively perform anti-drug operations.

He also introduce tax campaign scheme which resulted to a higher local tax collection.

It is also during the term of Mayor Boyet that Binangonan become a recipient of Seal of Good Housekeeping and Seal of Child Friendly Local Governance in 2014.

And in 2015 Binangonan was once again awarded by DILG of Seal of Good Local Governance and Seal of Child Friendly Local Governance.

The Seal of Good Local Governance is the highest award the DILG could grant to a Local Government Unit and only three (3) out of 13 municipalities and 1 City of Rizal became the recipient of the prestigious award.

To Mayor Boyet, his biggest accomplishment as Local Chief Executive of Binangonan is the restoration of discipline among the Government Employee.

Currently, Boyet is serving as the Vice Mayor of Binangonan and he continue to perform what he started by providing leadership and discipline in the Sangguniang Bayan.
